Scope of Work for Soil, Water and Plant Analysis Laboratory Needs Assessment
Haiti Agricultural University Partnership: Center for Mitigation, Adaptation, and Resilience to Climate-Change in Haiti (CEMARCH)
Purpose:
The purpose of this scope of work is to outline duties, deliverables, and timeframe for a consultancy to perform a need assessment and develop a proposal to staff, furnish and equip the AUC soil, water and plant analysis laboratory.
Background:
The American University of the Caribbean (AUC) (originally the American University of Les Cayes) in Les Cayes, Haiti, was founded and incorporated in 1983 as a not-for-profit institution. The University has three colleges: The College of Agriculture and Environmental Sciences, the College of Business Management and Administration and the College of Engineering that offer bachelor’s degrees. There is also a Continuing Education Program that offers certificate programs in Accounting, Spanish, Computer Science, and English.
In the last ten years, the College of Agriculture and Environmental Sciences has been actively involved in collaborative research, involving various local and international partners. This scope of work is developed within the framework of the Haiti Agricultural University Partnership (HAUP): Center for Mitigation, Adaptation, and Resilience to Climate-Change in Haiti (CEMARCH), a Feed the Future/USAID funded program implemented by Kansas State University (KSU) in partnership with six Haitian Universities, including AUC. The overarching objective of the HAUP-CEMARCH is to build institutional and human capacity in Haitian agriculture to advance agriculture-led inclusive economic growth.
By the end of CEMARCH Haitian researchers and institutions will have improved their research and extension agenda, and developed and implemented targeted research programs and curriculums that benefit Haitian growers and citizens. Furnishing and equipping the AUC soil and plant analysis laboratory is one of AUC’s strategic initiatives to achieve that goal.
General Objective: To assess the human and technological needs of AUC to build its capacity to improve teaching quality and to provide services to the local farms and industries in soil, water and plan analysis.
Specific Objectives:
- Assess the existing capacity at AUC in soil, water and plant analysis.
- Perform a SWOT analysis for the AUC soil, water and plan analysis.
- Identify the human and technological gaps to enhance the capacity of the AUC laboratory in soil, water and plant analysis
- Develop a proposal to staff, furnish and equip the AUC soil, water and plant analysis lab
Deliverables
- Assessment report, including the existing capacity, the SWOT analysis, and identification of human and technological gaps to enhance the capacity of the AUC laboratory in soil, water and plant analysis
- Proposal to staff, furnish and equip the AUC soil, water and plant analysis, including but not limited to the following parts: Executive summary, Background and context, Justification, Project description, Expected results, Timeline, Budget, and a list of possible suppliers for the lab equipment and supplies. The proposal should also address equipment and supply shipment mechanisms, and/or requirements/limitations, since that could potentially limit some vendors for some types of equipment and supplies.
Consultant qualifications
- Degree in Analytical Chemistry, Soil Science, or a related field
- Past management or supervisory positions in chemistry, soil science, water quality, or plant analysis laboratories
- Experience in performing a similar duty
- Fluent in Haitian Creole, English and/or French
- Excellent written and oral communication skills
Work to be accomplished by the consultant:
To accomplish all the above it is necessary to:
- Develop the conceptual and methodological approaches of the consultancy, prepare all assessment tools, including databases.
- Perform the assessment, including the SWOT and the gap analysis
- Produce the assessment report
- Develop the proposal
